International Driving Permit for Europe, How to Get One

Short answer: if your driving licence was issued in India, the UAE, the US or Canada, get an International Driving Permit (IDP) before you fly to Europe. It costs between roughly 12 and 55 US dollars, is issued the same day or within a week in your home country, and it cannot be obtained after you arrive. Italy fines drivers 408 to 1,634 EUR for not carrying one, and rental desks across Europe can refuse to hand over the car without it.

What an International Driving Permit Actually Is (and Is Not)

An IDP is a small grey booklet that translates your national driving licence into multiple languages. It is not a licence in its own right. It only works when carried together with the original licence it translates, and Spanish traffic authorities state this plainly: the permit accompanies your licence, it never replaces it (Spain.info / DGT).

Three consequences follow from that:

If you forget your home licence, the IDP alone is worthless at a police check or a rental counter.
An IDP can only be issued by the country that issued your licence, and only before you travel. No European office will issue one to a visitor (USA.gov).

1949 vs 1968: The Two Conventions in Plain English

There are two treaty formats of the IDP, and travellers regularly worry about the wrong one.

Most of continental Europe is party to the 1968 Vienna Convention, while the US, Canada and India issue the 1949 Geneva format. In practice this rarely matters: European countries accept 1949-format permits from visiting tourists (Wikipedia: International Driving Permit; LegalClarity). Apply through your home country's official issuer and take whichever format they give you.

One useful contrast: holders of an EU or EEA licence never need an IDP anywhere inside the EU (europa.eu). The requirement exists specifically for licences issued outside the bloc, which is exactly the situation for travellers from India, the Gulf and North America.

Which European Countries Require an IDP?

Enforcement varies a lot, and this is where most online advice goes vague. Here is what the national rules actually say.

Italy is the strictest enforcer in Europe. Article 135 of the Codice della Strada (official text on Normattiva) explicitly requires non-EU/EEA licences to be accompanied by an IDP or a certified Italian translation, with fines of 408 to 1,634 EUR (Italian Citizenship Translator on Art. 135; Italy Law Firms). Rental desks at Italian airports routinely refuse pickup without one. Spain requires the IDP where the licence is not in Latin characters and expects you to carry permit, licence and passport together (Spain.info). France accepts a non-EU licence for a short stay only if it is in French or accompanied by an IDP or an official translation (service-public.gouv.fr). India: RTO or Sarathi, step by step

Indian IDPs are issued under the 1949 Geneva Convention by your home RTO, and since a 2022 MoRTH notification the booklet follows a single standardized format with a QR code (MoRTH; PIB).

Apply online via the Sarathi portal or in person at your RTO using Form 4A (Parivahan).
Attach a valid driving licence, passport, visa (if already issued), proof of air ticket and photographs.
Pay the Rs 1,000 fee under Rule 32 of the CMV Rules, plus state processing charges (Delhi Transport Department).
Collect the booklet, usually within 3 to 7 working days.

The permit is valid for 1 year or until your licence expires, whichever comes first. UAE: five official channels, same-day if you walk in

The UAE government portal lists the authorized issuers: ATCUAE and its affiliates, RTA offices, Emirates Post, Dnata on Sheikh Zayed Road, and the MOI UAE app (u.ae). You need the application form, Emirates ID, passport with residency copy, a valid UAE licence and two photos. Validity is 1 year.

Costs vary by channel: RTA charges AED 197 including a AED 20 knowledge fee (RTA), ATCUAE around AED 200 to 210 (ATCUAE), and Emirates Post roughly AED 150 to 180 (Khaleej Times). Over-the-counter applications are typically same-day; online takes 3 to 5 working days.

One nuance for UAE residents: your UAE licence is recognized in a number of European countries under bilateral arrangements, but that recognition covers the licence itself, not what a rental desk will ask for (u.ae: driving abroad). Carrying the IDP remains the safe play, especially for Italy.

US and Canada: the fastest of the lot

In the US, only AAA and AATA are authorized by the State Department to issue IDPs (USA.gov; travel.state.gov). AAA does not require membership: walk into a branch with your licence and two passport photos and pay the $20 permit fee, about $30 to 50 total with photos, and you leave with it the same day. Mail and online options exist from $25 to 30 plus shipping, taking around 5 business days (AAA; AAA Northeast).

The Rental-Desk Reality: Where You Will Actually Be Asked

Here is the part competitors gloss over. For most travellers, the first and most likely IDP checkpoint is not a police officer, it is the rental counter agent deciding whether to release the car.

Major rental companies publish script-based policies. One of the largest international operators states in its help pages that licences printed in Arabic, Chinese, Japanese, Cyrillic or any non-Latin script must be accompanied by a valid IDP, and that other non-EU/EEA licences may require an IDP or official translation. Another major operator recommends an IDP wherever the licence language or alphabet differs, noting some countries will not accept the licence alone. The pattern holds across the sector: check the terms of whichever company you book with, and assume a non-Latin-script licence needs the permit.

Fake "International Driver's Licenses": How to Spot the Scam Sites

Search this topic and half the results are commercial sites selling instant digital "international driver's licenses" for 30 to 60 dollars. These documents are not government-authorized. The US government is explicit: in the US, only AAA and AATA can legally issue an IDP, and websites offering instant online permits are selling paper that police and rental agents can reject (USA.gov; US State Department).

Three red flags:

The site issues a permit for a licence from any country. Real IDPs come only from your licence's issuing country.
Delivery is a digital PDF or plastic card. The genuine article is a paper booklet.
The price is well above the official fee (Rs 1,000, AED 150 to 210, $20, CAD 32).

FAQ

Can I drive in Europe with just my Indian driving licence?

Sometimes, but you should not plan on it. Italy legally requires an IDP or certified translation under Art. 135, France requires an IDP or official translation unless the licence is in French, and rental companies apply their own script rules. The Rs 1,000 to 1,500 permit removes all of that risk.

Can I get an IDP after arriving in Europe?
